As Founder and CEO, Rachel Means leads with a hands-on approach, wearing every hat from visionary strategist to client relationship builder. Her passion lies in designing innovative health plan solutions that elevate the member experience while maximizing cost efficiency for employers. Rachel began her career at a publicly traded firm in Houston, climbing the corporate ladder before founding EBC in 2016. EBC’s success inspired the launch of Sage TPA—a response to the market’s need for a third-party administrator capable of managing progressive plans with excellence.
Based in Tyler, Texas, Rachel is married to a fellow entrepreneur active in the restaurant and real estate industries. Together, they raise three boys: Caden, a junior at Texas A&M; William, and Harris, both students at Grace Community School. When she’s not working (which is rare), she enjoys... well, more work.

As Executive Vice President of Consulting and Relationship Manager at Sage TPA, Elaine Horton leads client relationships across Central, South, and North Texas with a focus on self-funded health benefit strategies. She works closely with employers to design and manage innovative, cost-effective plans that align with business objectives while supporting employee health and wellbeing.
Elaine brings a unique cross-sector perspective, shaped by her experience in healthcare management consulting, academic medicine, and the medical device industry. Her ability to connect clinical, operational, and financial insights helps clients navigate complex challenges and make informed, data-driven decisions about their benefits programs.
Outside of work, Elaine is married to a high school coach and is often found cheering from the sidelines or chasing after their two boys. She’s a proud Texas Longhorn—Hook ’em!—and embraces the beautiful chaos of life with humor, heart, and plenty of snacks.
