Rachel is a compassionate, empathetic and strategic leader in the employee benefits industry. She has amassed a wealth of knowledge and experience over her nearly 20 year career that she uses to help her clients assess their needs and create and implement innovative solutions while saving them money and improving benefit richness.
Rachel began her career as an account manager for a local Houston firm before taking a position at a one of the leading insurance brokerage, risk management and human capital consulting companies globally. Rachel was able to exponentially grow partnerships there which she later purchased from them when she launched her own firm (EBC) in 2016.
As CEO of EBC Rachel supports clients with plan design optimization, financial efficiency, and plan compliance with an eye on employee satisfaction. As a business owner and expert in the field, Rachel understands first hand the challenges that company leaders face when running complex and multi-location businesses and draws on that knowledge to help them avoid unnecessary pitfalls that could be posed by either competitors or regulators.
Rachel lives in Tyler, TX with her husband Robert and three boys ranging in age from 5-16 years old. Rachel and Robert are not only partners in life but also in business where they are capital partners and operators in several restaurant concepts, a transportation enterprise, and real estate projects in North and East Texas. Rachel prides herself on being a news enthusiast, always reading and researching new trends, ideas, and concepts.

Elaine is an innovative, passionate and visionary leader in the healthcare industry. From her start in strategy consulting and investment banking to working directly with hospitals, clinicians and academic medical institutions, as well as leading marketing, commercial operations and scaling healthcare organizations, she has expertise in almost every aspect of healthcare benefits. Elaine’s diverse background coupled with her passion for removing barriers to access to healthcare make her an invaluable member of the EBC team.
Serving as Partner and Client Lead at EBC, Elaine works alongside Rachel to custom design inventive healthcare plans for the 21st century and provide cutting edge solutions to clients. Prior to joining the EBC team Elaine worked at Acessa Health which was acquired by Hologic, Inc for over $80 million, in large part due to the commercial growth campaign she led to expand the company from 15 to over 6,000 employees and growing operations from 5 to all 50 states. Not only did she significantly expand the footprint of the company, but she did it by leading the commercial integration of a novel surgical procedure which elevated the standard of care for women to treat fibroids as an alternative to a hysterectomy. Elaine is also a Principal at healthcare consulting firm Health Management Associates.
Over the course of her career Elaine realized that despite medical innovation and clinical expertise, the biggest barrier for people to access healthcare is how it is paid for. This reflection ultimately brought Elaine to EBC and challenged her to shift her focus to creating out-of-the-box payment models for self-funded employers. This new focus and passion for minimizing expensive middlemen in healthcare is what Elaine leads with in her work with clients at EBC. Our CEO said it best, “As a partner Elaine not only brings a vast knowledge of healthcare benefits to EBC, but she always goes the extra mile for our clients guiding them to make the most economical and sustainable decisions.”
Elaine graduated from The University of Texas at Austin from the McCombs School of Business. She was in the Business Honors Program and majored in Finance with a minor in Economics. Elaine is a native Austinite and now lives in the Hill Country area with her husband and 5 year old son.
